Create secure Satflow listing intent (unsigned secure listing PSBT)

Creates the secure listing PSBT for a single listing, for the seller to sign and submit to POST /list/secure. No listing PSBT (SINGLE|ANYONECANPAY) is built: the listing is bought only through POST /intent/secure-purchase. TAP token transfers cannot be listed this way and return 400 with errorCode: "SECURE_LISTING_UNSUPPORTED": list them with POST /intent/sell. sellerPaymentAddress and sellerPaymentPublicKey are ignored.

It must be an output of a transaction in the mempool (or since mined) that delivers inscriptionId, or the runes in runesData, to sellerOrdAddress, or the request is rejected with 400.

With newLocation (optional): name, the rune's name (spacers optional), and amount, in the rune's smallest unit as a whole number or a string of digits. Both must match what the pending transaction delivers to newLocation.
